Position: Immigrant Access Fund (IAF) Facilitator (1.0 FTE)

Who We Need:

Introduction:
Momentum staff are expected to work cooperatively with others; demonstrate flexibility in

Staff must be non-judgmental and receptive in approach, and reflect genuine concern, respect 
and commitment towards the individual, family, and community. Responsibility:
The IAF Program Facilitator reports to the Skills Training Manager and is accountable for the 
effective delivery of the IAF Loan Program

- Department and Community Involvement 
 
Primary Relationships:
- Supervisor: Skills Training Manager 
- Coordinator: Skills Training 
- IAF Facilitator(s) 
- IAF Program Assistants 
- Financial Administrator 
- IAF Participants 
- IAF (Alberta/Canada) Society Staff and Board 
- Community partners, immigrant serving agencies, career centers, and educational institutions

Goals/Outcomes                                                                                                                                
Intake and Assessment 
 
Outcomes:
Inquirers and applicants for an IAF loan receive the loan and/or are referred to other appropriate services   
 
Indicators of success: 
100% response to program inquiries and applications 
100% of program outputs and outcomes are achieved 
 
Major Responsibilities
- In collaboration with the Administrative Assistant, and IAF Facilitator(s), respond to all phone, drop-in and email inquiries 
- Maintain a current knowledge of issues affecting inquirers and applicants (e.g. immigration, professional accreditation associations)  
- Conduct assessment interview using the Sustainable Livelihoods Model framework 
- Ensure appropriate referrals are made to community resources and professional accreditation organizations  
- Assist applicants to: 
   - complete IAF application form 
   - prepare Learning and Employment Plan 
- In collaboration with Administrative Assistant, conduct reference checks and pull credit reports 
- Present applicant to appropriate committee  
- If applicant is approved for loan: 
- Prepare loan documentation 
- Ensure all documents are signed by applicant
 
Participant Support and Follow Up 
Outcomes:
Participants receive support throughout the process of the IAF loan program 
 
Indicators of success;
75% of portfolio progress or complete Learning Plan  
50% of paid in full participants report being employed  
95% loan portfolio repayment rate
 
- Contact participants Immediately if they do not meet the obligations for repayment of the loan, and develop an action plan for payment 
- Maintain regular contact with participants in accordance with IAF policies, Momentum procedures, and Learning Plan ‘milestones’  
- Maintain a strong working relationship with participants though out the entire loan repayment period (in particular during the Learning Plan period) so that participant are able to:  
    - reach their Learning and Employment Plan goals 
    - increase their resiliency for unpredictable events 
-  Ensure Skills Training Manager is aware of participants successes and challenges 
 
Loan Administration 
Outcomes:
Effective and efficient loan administration  
 
Indicators of success: 
100% of reports are submitted on time 
100% of TEA tasks are completed on time 
80% of participants report satisfaction with program 
 
- Ensure loan policies and procedures are followed and updated as required 
- Maintain accurate and up-to-date records (electronic and paper) 
- Prepare required reports 
- Provide suggestions to continuously improve loan administration 
- Support the workflow of the Administrative Assistant with the other Facilitators 
 
IAF Partnership Support 
Outcomes:
IAF Society receives support for aspects of the work that directly effect participants 
 
Indicators of success:
Attend IAF yearly meeting 
 
- Support and attend presentations when requested by the IAF Society, as capacity allows 
- Collaborate with the IAF Society to build a sense of community among IAF participants  
- In collaboration with Skills Training Manager, provide input regarding  IAF polices with a view to continuous quality improvement 
 
Departmental & Community Involvement 
Outcomes: 
IAF Loan Program is connected to the Skills Department, Momentum and the broader community 
 
Indicators of success: 
Active on one Momentum committee/event per year 
 
Represent Momentum at one community event per year 
 
- Participate in skill Training department meetings, IAF program meetings, and Momentum staff meetings 
- In consultation with Skills Training Manager, complete other projects as defined through the Department Business plan 
- Network within the Calgary community as capacity allows
- Attend relevant conferences, seminars and workshops as capacity allows
- Participate in organization-related activities: committees, monthly chores etc.
 
Qualifications: 
- Post-secondary degree or certification in the social services field, complemented by other training in career development, community economic development, or adult education (or related experience) 
- Experience in working with people who are not born in Canada 
- Excellent interpersonal, communication, organizational and team building skills 
- Demonstrates  compassion, creativity, and the ability to be flexible  
- Personal integrity and good judgment  
- Able to work well independently and within a team setting 
- Strong computer literacy: Microsoft Office Suite (Outlook, Word, Excel) 
- Some experience working with data bases an asset  
- Experience in program management, including evaluation as asset 
- Experience with loan administration an asset 
- Knowledge of Community Economic Development  an asset 
- Able to work flexible hours (occasional evening work may be required)
