GENERAL MANAGER

Valour Community Centre is currently hiring for the position of General Manager.

 

POSITION SUMMARY

The General Manager is accountable to the entire Board of the Community Centre, and is responsible for day-to-day facility operations and the development and delivery of recreational, social, and athletic programs to the community. This involves the supervision of other paid staff and volunteers, and working closely as a resource to the Executive, Committee, or Board Members in charge of Programming and Sports.

This is a full-time salaried management position.

 

QUALIFICATIONS

  1. A professional with a post secondary education and related experience in the field of recreation/business. But not essential if the applicant can demonstrate they have considerable experience in a similar role.
  1. Must have previous managerial experience.
  1. Familiarity with larger Community Centre operations.
  1. Ability to enable, drive and elevate the vision of the Board of Directors.
  1. Establish and maintain good working relationships with all levels of staff and the general public.
  1. Possess excellent administrative, public relations, and business skills to enhance the operation of the Centre.
  1. Proficiency with computerized systems:  E-mail, Excel 2007, Word 2007. Simply Accounting is an asset.
  1. Current First-Aid and CPR certifications required.
  1. Works cooperatively with Board of Directors and other staff.
  1. Excellent verbal and written communication skills.
  1. Demonstrated problem-solving skills.
  1. Provide support and leadership to the staff. Be a team player and supervise through open communication and manage workload levels within the team.
  1. Must obtain a Criminal Records check as required by the City of Winnipeg Police Services and Child Abuse Registry check.
  1. Must have a valid driver’s licence.
  1. Must be able to manage and facilitate the operations of the 3 sites Valour C.C. operates. Isaac Brock, Clifton and Orioles.
  1. Experience in writing formal reports, funding proposals, comfortable speaking in front of a large number of people.

 

DUTIES AND RESPONSIBILITIES

 

1. LIAISON AND CONSULTATION

·         Creates a welcoming and enthusiastic environment for all who contact or utilize the Centre both in person and on the phone.

·         Maintains a professional and courteous manner at all times when dealing with the public either in person on the phone.

·         Answers all general inquiries, and responds to all other correspondence received through the Valour C.C. email address.

·          Provides accurate and timely information in response to enquiries.

·         Responds to complaints or concerns and inform the appropriate parties.

·         Implements and maintains Centre policies and rules.

 

Board of Directors

·         Attends all Board and relevant committee meetings and to work collaboratively with their members.

·         Submits a General Manager’s Report at each Board Meeting.

·         Seeks direction from the Executive and the Board of Directors as necessary, and to work in a mutually positive and cooperative manner.

·         Provides information to the Board related to any policy changes, guidelines and available resources from the City of Winnipeg and Province of Manitoba, etc.

·         Assists with additional duties as requested by the Board.

 

Centre Members

·         Acts as liaison between the Board of Directors and the Centre Members.

 

City of Winnipeg

·         Acts as liaison with City of Winnipeg authorities, such as the Community Services Department, and Building Services Department regarding maintenance of the building and grounds, wading pool, and to communicate any problems, concerns, damage, etc. to the appropriate department.

 

General Council of Winnipeg Community Centres (GCWCC)

·         Liaises with GCWCC regarding grants (for example, sports, lottery, programming, staff funding) and program registration fee subsidies.

·         Liaises to develop co-operative agreements regarding the grounds and other areas of mutual interest.

 

Tenants

·         Collects rent, ensures space is maintained by tenants.

 

Other

·         Maintains up to date contact lists of City and School Personnel, Contractors, other agencies.

·         Maintains databases of membership lists/mailing lists in accordance to the Personal Information Act.

 

2. SUPERVISORY

 

Personnel

·         Responsible, in conjunction with the Board Executive, for recruitment and dismissal of staff and contractors.

·         Responsible, in conjunction with the Board Executive, for completion of three month probationary and annual staff performance reviews, and salary recommendations.

·         Schedules hours for all staff.

·         Supervises all regular and contract staff.

·         Assigns responsibilities to staff arising out of their job descriptions.

·         Orients new staff to their responsibilities.

·         Maintains Personnel Files

·         Provides access to/for staff development

 

Volunteers

·         Supervises and coordinates volunteers.

 

3. PROGRAMS

·         With the approval of the Board, administers and schedules, in conjunction with staff and volunteers, a comprehensive set of recreation and sports programs to meet the needs of the community.

·         Provides leadership in the development of new programs, as and when required.

·         Administers a program of voluntarism to assist in the delivery of other Centre programs, sports, and activities.

·         Keeps current with developments in the fields of sports and recreation.

·         Administers the Canteen operation, in conjunction with volunteers, including the ordering of supplies, scheduling of staff, and keeping proper records and controls.

·         Plays a support role to special event coordinators/convenors.

·         Assists Convenors and coaches with access to information, equipment, and resources; assists with preparation, distribution, and display of promotional materials (for example, flyers, posters, registration forms, etc.)

·         Assists with sorting, preparing, and distributing uniforms and equipment.

 

4. ADMINISTRATIVE

·         Prepares accountability requirements for the City of Winnipeg (for example, financial statements, volunteer involvement, programming information).

·         Prepares necessary materials for the Newsletter.

·         Arranges distribution of the Newsletter.

·         Meets with Treasurer regarding bookkeeping, journal entries monthly if possible.

·         Establishes rental rates in conjunction with the Board or Board designate(s) for tenants and rental groups.

·         Oversees the scheduling of all rentals.

·         Oversees the scheduling of space for internal requirements (for example, Board meetings, committee meetings)

·         Completes and maintains documentation as required (for example, Sweep Log, Snow shoveling Log, Canteen Daily Accounts Ledger, etc.)

·         Directs staff to set up, take down, and clean rented areas.

·         Schedules and arranges mobile sign rental.

·         Completes filing in accordance with the Centre’s needs in a timely fashion.

·         Correspondence – manages email and letter mail. All mail arriving at the Centre must be date stamped and distributed as necessary.

·         Maintains a copy of all Board Meeting minutes and a current, signed copy of the Centre’s Constitution

·         Applies for and administers all grants on behalf of the Centre.

·         Develops and recommends operating policies and procedures for the Centre to the Board for approval.

·         Recommends necessary fees and fee changes for various programs, sports, and services to the Board.

·         Prepares an annual maintenance plan for the Centre in February for Board review and for final presentation at the Annual General Meeting.

·         Prepares and administers an annual budget for the Centre.

·         Payroll – completes bi-weekly or semi-monthly payroll for all full time and part time employees of the Centre. Maintains accurate records for the Centre and the Receiver General.

·         Accounts Payable/Accounts Receivable – Keeps accurate records in accordance with the Treasurer’s requests. Prepares all cheques for the signing authorities on a weekly basis.

·         Banking – Deposits are to be made weekly at the Centre’s banking institution. Monitors deposit books and slips.

·         Provides written requests for vacation to the Executive.

 

 

5. BUILDING AND GROUNDS MAINTENANCE

 

Building

·         Schedules and oversees work done in the Centre by outside contractors.

·         Oversees daily the preventative maintenance and general caretaking performed by other Centre employees or volunteers.

·         Orders and receives all supplies required by the Centre.

·         Arranges for the set-up and clean-up for rentals and special events.

·         Identifies costs and otherwise evaluates all projects of a major upgrading or capital nature for consideration and approval by the Board of Directors.

 

Grounds

·         Ensures all grounds including fields and rinks, are safe and well maintained.

·         Ensures snow clearing from parking lot and entrances is performed on a timely basis.

·         Schedules and oversees grounds and other outdoor work at the Centre performed by outside contractors.

 

6. SPORTS

·         Assisting the Convenor(s) in the areas of:

  • overall supervision of seasonal requirements for sports.
  • technical and administrative support and purchase of equipment as requested.
  • registration forms and receipt books for sports registration are available.
