PURPOSE
The Southwest Regional Development Corporation (SRDC) is seeking the assistance of consultant services with expertise in rural economic development. The purpose of this project is to assist the SRDC in determining its strategic focus and allocation of resources in support of rural economic development in southwestern Manitoba.
This “Call for Proposals” is directed to organizations, agencies or individuals skilled in rural economic development research, project development, and strategic investments.
BACKGROUND
The Southwest Regional Development Corporation was formed in 2003 under the Province of Manitoba’ Regional Development Corporation (RDC) Program as a granting agency that provided funds to projects that promoted regional economic development. Funds were provided in part by the Province of Manitoba. The membership of SRDC consists of 64 towns and rural municipalities in southwest Manitoba. Board directors are appointed by these member municipalities.
In 2010, the board went through a strategic planning exercise. This exercise included the undertaking of a regional economic assessment. Based upon that assessment, the board determined that it wanted to have a greater impact on economic development in the southwest region.In April, 2011 the Provincial RDC program concluded and funding was cut to all 7 Regional Development Corporations. Most of the other RDC’s have chosen to cease operations. The SRDC would like to consider other options. The organization has some resources (about $200,000) and would like to use those resources to further the goals set out in the strategic plan.
In the following months, the SRDC has undertaken some preliminary research to investigate possible projects and services. This research included discussions with representatives of government, 2 credit unions, The Jubilee Trust Fund, Community Futures Westman, Dr. William Ashton, Director of the Rural Development institute (RDI) of Brandon University and Dr. Robert Annis, former director of RDI.
Summary notes of these meetings are included as an attachment to this document. SRDC also surveyed its member municipalities although the response was limited. Through this research, and discussion, the board determined that it’s focus would to support SME (small to medium enterprises) in rural Manitoba. At this time, it requires further assistance in seeking potential projects and partners.
