COMMUNITY DEVELOPER (Temporary - up to 12 Months)

Halifax Regional Municipality is inviting applications for the temporary position of Community Developer with Community and Recreation Services.
Reporting to the Team Lead, Volunteer Services and Capacity Building, the Community Developer is responsible for supporting HRM’s community and voluntary sectors. They are also responsible for engaging, mobilizing, organizing and building strong communities. Community Developers lead processes to stimulate local action on a participatory and sustained basis, and assist sectors working towards improved social, safety, planning, transportation, environment, quality of life and economic development conditions. Community Developers design and deliver complex facilitation and leadership training processes to assist communities in developing local visions, and skills necessary to problem solve and manage local change. Community Developers are experts at assisting community sectors form as collectives around shared self-interests and helping to drive the necessary actions to effect improved health and enhanced sense of well being. Community Developers are experts at gathering and analyzing information, and using it to inform the design and delivery of new programs and services, or to improve existing programs and services.
The successful incumbent will be highly skilled and an expert in facilitation, mobilizing, community building, and process design. They will have expertise in one of the following strategic focus areas and knowledge and experience in others, including engagement, public policy development, public systems and process design, volunteer development, organizational development, training, and community economic development.
The work location for this position is Bloomfield Centre, 2786 Agricola Street, Halifax.

QUALIFICATIONS
Education and Experience:
- Bachelor of Recreation, International Development, Planning, Public Administration or Community Development. A suitable combination of training and experience may be considered.
- Minimum of 3 years' experience in facilitation design and engagement.
Technical/Job Specific Knowledge:
- Demonstrated knowledge in community outreach and community capacity building.

***As a component of the selection process, candidates who are selected for an interview will be required to prepare a presentation to demonstrate knowledge and experience in Community Development.
Job Description
Hours of Work: HRM's core business hours of work are 8:30 a.m. - 4:30 p.m., Monday to Friday, however, flexible hours are required. Generally it is a 70 hour biweekly flexible work schedule. Must have access to a vehicle.
Salary: $35.21 per hour as per NSUPE Local 13 Collective Agreement (Temporary and Probationary employees may be compensated at 90% of this rate).
