Policy & Performance Measurement Specialist

Reporting to the Director of Policy, Planning and Performance (P3), this position develops and implements the Foundation’s performance measurement, program evaluation and impact assessment projects and supports other P3 department activities as required.

Key Area of Responsibility:

In this one year fixed-term contract, the position will contribute to implementation and refinement of Ontario Trillium Foundation’s (OTF) new investment strategy, Redesign 2015. The main focus will be to:

  • Develop & implement OTF’s evaluation framework so that we can better measure the impact of our grant-making.
  • Evaluate the implementation of our new strategy, including development of OTF learning agenda, and refining the strategy going forward
  • Contribute to knowledge development within OTF’s six action areas by working with a team of Strategy Leads/Content (SL) experts
  • Provide guidance related to evaluation plans, targets and measures, to the Foundation’s investment staff and grantees.

Additional duties will include:

  • Working with staff across the Foundation to successfully implement the strategy
  • Working with SLs to implement OTF investment strategy, including their efforts to support our stakeholders
  • Reviewing policies as needed
  • Providing measurement, policy, and action-area content for the Learning Centre
  • Conducting research on areas of strategic interest to the Foundation
  • Providing support to the Foundation’s Investment Streams

Skills and Attributes:

  • Research, conceptual and problem solving skills required to design, manage and support complex evaluation plans and projects
  • Experience in Performance Measurement, quantitative and qualitative research and program evaluation methods and related analytical skills
  • Excellent writing and communication skills, including ability to publish short and meaningful articles
  • Leadership, interpersonal and communication skills required to collaborate with diverse stakeholders, both internal and external to the Foundation
  • Tech savvy, including the ability to learn and use a variety of programs and software tools, including Word, PowerPoint, Excel; social media and collaborative software tools
  • Willingness and ability to travel occasionally
  • Bilingualism is an asset

Experience and Education:

  • Five years progressive experience in the conduct of program evaluations in a public sector or not for profit setting
  • Experience with theories of change, indicators, and strategy
  • Post-secondary university degree in a relevant field
