The Centre for Entrepreneurship, SMEs and Local Development (CFE) helps member and non-member countries to design and implement policies that promote job creation, economic growth and social cohesion through SME, entrepreneurship and tourism development at national and local levels.

The OECD Programme on Local Economic and Employment Development (LEED) has advised governments and communities since 1982 on how to respond to economic change and tackle complex problems in a fast-changing world. Its mission is to contribute to the creation of more and better quality jobs through more effective policy implementation, innovative practices, stronger capacities and integrated strategies at the local level. LEED draws on a comparative analysis of experience from the five continents in fostering economic growth, employment and inclusion.

LEED is looking for a Policy Analyst to work on local policies for entrepreneurship and the development of small and medium-sized enterprises (SMEs). The work will include analysis of policies and programmes that promote inclusive growth by overcoming barriers to entrepreneurship by people from disadvantaged and under-represented groups in entrepreneurship, such as women, youth, seniors and immigrants. It will also include the development of local policies to building innovative entrepreneurship and support SME innovation, such as local policies for clusters, high-growth firms, and entrepreneurial ecosystems. The post will involve preparing analytical reports with policy recommendations, developing online capacity-building tools for policy development by policy makers, and organising workshops and conferences.

Main Responsibilities

Analysis, drafting and data collection

• Collect, check and analyse international data on entrepreneurial activities and barriers for disadvantaged and under-represented groups and on the local distribution of entrepreneurship and SME activity.
• Undertake case study reviews and prepare review reports on how to strengthen entrepreneurship and SME development in selected local economies.
• Analyse issues and prepare papers on how to tailor national policies to local conditions and ensure coherence between national and local SME and entrepreneurship policies. 
• Keep abreast of research and policies on the local dimension of entrepreneurship and SME development.
• Draft the content of an online capacity building tool for policy makers to support self-assessment and learning in the field of entrepreneurship and social inclusion.
• Supervise preparation of papers by external experts and review and edit these papers.

Other duties

• Collaborate with other staff from the LEED Division, the CFE and other OECD Directorates in developing joint outputs.
• Contribute to the organisation of seminars, conferences and workshops.
• Represent the OECD in relevant international and national fora and deliver presentations and papers.
• Establish and maintain professional contacts with key external organisations and individuals.

Ideal Candidate Profile

Academic Background

• An advanced university degree in economics, social sciences or a related field.

Professional Background

• A minimum of three, preferably five years' experience in local economic development and employment development, acquired in a policy environment or research institution.  
• Sound knowledge of the theory and practice of local entrepreneurship and SME policies.   
• Experience in research and analytical activities, excellent drafting skills, ability to organise and summarise complex material clearly. 
• Proven ability to organise and manage projects within strict deadlines and budget with a minimum of supervision.

Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
• Knowledge of other languages would be an asset.

Contract Duration

• Two-year fixed term appointment, with the possibility of renewal.

What the OECD offers

Depending on level of experience, monthly salary starts at either 5,500 EUR or 6,800 EUR, plus allowances based on eligibility, exempt of French income tax.

Please note, the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
