Major Responsibilities

Under the direction of the Manager, Corporate Purchasing Policy & Quality Assurance, and reporting to the Supervisor, Policy, Training and Technology, the Coordinator, Purchasing Services (Social Procurement) will provide advice, training and assistance to Purchasing and Materials Management Division (PMMD) clients in all aspects of social procurement and other purchasing related matters and be a main point of contact for the client divisions and designated agencies and corporations. In addition, the Coordinator, Purchasing Services (Social Procurement) will proactively engage clients with social procurement opportunities, where appropriate, and assist with engaging a more diverse supplier market for the City. 

  • Assists PMMD client Divisions in identifying Social procurement opportunities in their annual purchasing plans
  • Coordinates and monitors the Online Call Document System and assists vendors in providing information on 'How to Do Business with the City of Toronto'
  • Participates in the supplier evaluation/performance process and conducts follow ups as it relates to social procurement opportunities
  • Assists with the development of social procurement contract language and scoring
  • Monitors PMMD client Division satisfaction through surveys, feedback, etc. to ensure service level commitment is met and makes appropriate recommendation as it relates to Social procurement
  • Represents PMMD and coordinates with Social Development Finance & Administration (SDFA), Toronto Employment and Social Services (TESS), Economic Development and Culture (EDC) and Social Shelter and Housing Administration (SSHA), to provide advice, training and coordination services to implement Social Procurement including purchasing procedures, etc.
  • Conducts outreach, training and information sessions to various groups, briefings for new and existing suppliers; participates in trade shows
  • Investigates complaints and resolves disputes between suppliers and client divisions, as required
  • Develops and updates information provided to clients/suppliers on doing business with the City and the City's social procurement initiatives
  • Tracks and evaluates the effectiveness of the City's Social Procurement Policy
  • Assists in monitoring and updating PMMD's internal and external webpages
  • Assists in researching and updating PMMD's policies and procedures
  • Assists in placing advertisements in various media to attract new suppliers
  • Prepares replies to Freedom of Information Requests through the FOI Office of the City
  • Monitors blanket contracts to identify social procurement opportunities that City divisions and agencies may take part in
  • Works with Project Managers and monitors Divisional Purchase Orders (DPOs) in an effort to identify social procurement opportunities that City divisions and agencies may take part in
  • Works inter-divisionally with PMMD, SDFA and TESS to identify and develop opportunities for social purpose enterprises to do business with the City
  • Reviews Non-Competitive Procurement Requests and emergency purchases
  • Performs other related duties as assigned

Key Qualifications

Your application must describe your qualifications as they relate to: 

  1. Post-secondary education in a discipline pertinent to the job function or an equivalent combination of education and experience.
  2. Experience in the purchasing and materials management functions and processes.
  3. Experience in research, analysis and interpretation of data, statistical reporting, coupled with strong analytical and organizational skills.
  4. Experience with diversely owned suppliers and/or social purpose enterprises is an asset.
  5. Considerable experience with MS Office Suite, including Outlook, Word, Excel, Access and Powerpoint. 

You must also have: 

  • Excellent working knowledge of the Purchasing and Financial Control By-laws, council approved policies (i.e. Social Procurement Policy), applicable legislation and procedures.
  • Knowledge of social purpose enterprises and their objectives, in addition to a working knowledge of social procurement or supply chain management diversity
  • Service oriented focus: well developed customer service analytical and problem solving skills with attention to detail.
  • Excellent written and oral communication skills, presentation and interpersonal skills to deal with City staff, public and representatives from various divisions, agencies and customers in an efficient and diplomatic manner
  • Ability to work independently with limited supervision.
  • Strong leadership and communication skills required to interact with various levels of management, client divisions and the vendor community
  • Excellent organization skills require to work with competing demands, priorities and to meet often strict deadlines.
  • A team player with problem solving and multi-tasking skills with attention to detail.
