Position Summary
Under the supervision of the Director of Programming, the Housing Manager is a member of the management team and is responsible for IRCOM’s housing portfolio, currently comprised of two affordable transitional housing facilities, as well as associated programs and services including a tenant greening program. Property Management
- Oversight of multi-family housing complexes; IRCOM House Ellen and IRCOM House Isabel
- Direct management of IRCOM House Inc. budget, human resources, and physical assets
- Ensure adherence to all building safety and health requirements
- Ensure tenancy related procedures are in accordance with Residential Tenancies Act
- Manage statistical databases regarding suite occupancy and rent collection
- Consistently work toward the improvement of the MHRC owned assets
- Establish an inventory system, maintenance schedule, and other operational efficiencies
- Liaise with Manitoba Housing and relevant funders
- Establish procurement procedures in accordance to MHRC Sponsored-Managed Handbook and consistent with IRCOM’s CED principles
- Oversee the hiring, supervision and work quality of external contractors
- Ensure smooth operation of fire warning/suppression, mechanical, electrical and other systems in the IRCOM housing complexes
- Meet weekly with the Community Resource Program team at both locations to discuss tenant and house related issues
- Oversee the selection of new tenants, bringing forward high need cases to the Director of Programming as they arise
- Assist staff with mediation of complaints and conflicts involving tenants
- Implement CED principles throughout the program in collaboration with the senior management team
- Deliver and evaluate the Newcomer Skills Building Project
- Utilize as many in-house tenants as possible to promote newcomer training and community development
Human Resource Management
- Provide support, coaching, performance development, and daily management of Housing staff including the Live-In House Manager, Live-In Caretaker, Cleaners, and Administrative Assistant – Housing, and Greening Program staff
- Work with IRCOM Volunteer and Community Services Manager to provide input for volunteer placements
- Oversee or delegate supervision of IRCOM House volunteers
- Design and deliver program specific training to IRCOM House staff
- Work with the Director of Programming to provide other relevant professional development, complete annual
- performance reviews, and resolve staff conflicts as needed
- Financial Management & Fundraising
- Administer the budget for IRCOM House Inc., monitoring cash flow, coding and ensuring all expenses are in accordance with the approved budget
- Oversee the collection of rent in compliance with the Rent Determination Policy
- Work with the Director of Programming to secure funding for innovative programming and projects in response to tenant needs
- Write and/or edit relevant grant proposals to various funders including all levels of government as well as private foundations, donors, etc.
- Fulfill all reporting requirements as determined by funders
Community Partnerships & Networks
- Work with senior management to develop strategic partnerships that will benefit both the newcomer community and the wider community
- Help IRCOM establish roots in both IRCOM House neighbourhoods by engaging community members, community leaders, organizations, businesses, and educational institutions
- Ensure accountability to the tenants by designing and facilitating participatory, consultative processes which enable community voices to be heard and considered
- Network with existing agency partners in the neighbourhoods and across Winnipeg
- Represent IRCOM on the MANSO Housing Committee, Right to Housing Coalition, the CCIA Housing
- Stakeholders Group and other relevant housing inter-agency spaces
- Communications & Reporting
- Attend meetings with the Director of Programming as needed
- Participate in IRCOM’s Strategic Planning and management meetings
- Compile and submit regular status reports including accurate statistics and partnership updates to Director of Programming
- Refine existing and develop new IRCOM House policies and procedures as needed
- Organize contributions for, put together and deliver, the IRCOM House monthly tenant newsletter
- Issue correspondence on behalf of IRCOM, such as tenant notices, etc.
- Attend monthly staff meetings and other staff events
- Assist with program summary of activities for the IRCOM Annual Report and/or for public information
- Other tasks as assigned
Qualifications
- Undergraduate degree in relevant field
- Minimum 3 years working in property management or the social housing sector preferred
- Demonstrated experience in Community Development or Community Economic Development
- Understanding of fire warning/suppression, mechanical, electrical and other property related systems preferred
- Proven human resources and financial management skills
- Exceptional facilitation, mentoring and capacity building skills
- Strong communication skills in English (written and oral)
- Strong technical skills related to property management is an asset
- Experience working in community or the not-for-profit sector is an asset
Strong commitment to supporting and empowering the newcomer community Hours of work This is a full-time position to a maximum of 37.5 hours per week. The HM’s hours will take place predominantly during IRCOM business hours between 9am and 5pm, Monday to Friday and will be located at two sites. However, staff may have to work some evenings and weekends. Other The starting salary for this position is $42,165. Selected candidate must be legally entitled to work in Canada.
