The Quebec Community Groups Network (QCGN) is an incorporated not-for-profit organization that identifies and addresses strategic issues affecting the vitality of Quebec’s English-speaking communities. The QCGN and its 53 member organizations work cooperatively and in partnership with community stakeholders, leaders, governments and institutions, to advance the interests of our minority community which counts more than 1 million English-speaking Quebecers.

The QCGN, funded by Economic Social Development Canada (ESDC) and acting as intermediary between the English-speaking Community of Quebec (ESCQ) and the ESDC, is administering a social finance partnership project that is injecting up to $3 million in leveraged funds on a 2:1 ratio of private-to-government funding into the ESCQ.

The QCGN is seeking a bilingual, highly dynamic, results-oriented individual with a strong background in business development, project management, and community outreach to manage the second year of this project for English-speaking organizations across the province.
You are an innovative, passionate and entrepreneurial individual, able to engage people from a variety of backgrounds and with different interests to create and adopt new ways of working with the private sector. Your mandate is to build capacity in the ESCQ not-for-profit sector to exploit private-public social finance partnership opportunities in the future, e.g. how non-profits can better align their messaging to solicit support from the private sector, especially in communication vehicles such as their annual reports. Your responsibilities include: developing and implementing new knowledge transfer platforms and activities, identifying potential donors or sources of funding, and planning outreach strategies to explore new opportunities for social financing initiatives and prospecting private/public sector partnership opportunities.

You will have overarching responsibility for the stewardship of the Community Innovation Fund (CIF), created by the QCGN to administer the program and ensure that projects funded by the CIF meet the needs and priorities of the ESCQ. Under the direction of the Director General, QCGN, you will: support CIF’s governing bodies and working groups; manage the disbursement of funds and, ensure that the funded projects are in compliance with contractual and accountability requirements and CIF program objectives, e.g. budget, deliverables, sustainability, legislation; coordinate program/project formative and summative evaluations, project tracking, documentation and reporting.

Requirements:

  • Minimum of 3 years’ senior level experience in business development in the private sector
  • Minimum of 3 years’ experience in community outreach/and or development
  • Proven success managing multiple projects, familiarity with various project management tools, techniques, and methodologies
  • Proven relationship-building skills with a wide range of stakeholders, e.g. private sector and not-for-profit, foundations, volunteers, diversity of ages and cultural backgrounds
  • Solid knowledge of the priorities and needs of the ESCQ; strong experience and passion for community engagement
  • Proven negotiation, brokering and presentation skills; ability to influence decision makers at the executive level
  • Demonstrated experience with budget/financial management, especially with overseeing multiple financial accountabilities (funder, funded projects, community members)
  • Proven track-record of logistics management and support, including outstanding organizational skills, e.g. ability to set priorities, meet deadlines and perform multiple tasks among various projects
  • Demonstrated capacity to think strategically and analytically, problem solve, make decisions and act effectively and efficiently on direction received
  • Resourceful, demonstrated initiative, ability to explore prospective partners, develop new networks and exploit potential business opportunities
  • Demonstrated good judgment and tolerance to manage stress and role demands
  • Strong interpersonal skills including demonstrated ability to work collaboratively and deal effectively with conflict and complexity, and to work with people from different backgrounds, with different and/or competing interests, and at different levels of organizations, e.g. from front-line volunteer to executive
  • Advanced Office user adept at working in a Windows environment, e.g. MS Office - Word, Excel, PowerPoint, Outlook
  • Excellent knowledge of social media – Facebook, Twitter, TweetDeck, Instagram - and best practices in facilitating virtual communities

Candidates must thoroughly understand the vision, mission and mandate of QCGN as well as the issues faced by Quebec’s English-speaking community, as the activities and communications of the incumbent must be in aligned with QCGN policy positions in order to ensure that he/she best represent the needs and interests of Quebec’s English-speaking community.

Term: This is a temporary position for one year. Applicants on secondment basis are welcome.
Salary: $55,000 to $66,000 per annum
Language Requirements: Bilingual position: requires superior oral and written English language skills; superior oral French language skills and advanced written French language skills
Hours of work: 37.5 hours per week, evening and weekend work and some travel may be required
