Position Purpose and Summary

The Director of Programming is responsible for the oversight, development, management, and monitoring of all IRCOM programs within their portfolio, in accordance with the strategic objectives and priorities set out by the organization. As a member of the senior management team, the Director participates in strategic planning and budgeting initiatives in addition to problem solving. She/he works within the guidelines, policies and mission of IRCOM and is accountable and responsible for specific projects as assigned. This role will act as a steward of IRCOM values, ensuring a strong commitment and practice of community engagement and development across the teams they support. The Director has a passion for IRCOM and provides strong leadership to the staff team and the organization as a whole.

Candidate Profile

The Director of Programming is an innovative and self-motivated individual committed to IRCOM’s mandate of empowering newcomer families to integrate into the wider community through affordable transitional housing, programs and services. The Director is firmly committed to social justice and ensuring that all voices are heard; particularly those with lived refugee experience.

With the supervision and support of the Executive Director (ED), the Director of Programming will fulfill the following responsibilities:

Program Planning & Management (30%)

  • Oversee, monitor and support all program areas within portfolio including program development, implementation, monitoring and evaluation; financial administration, improvement/maintenance of assets, reporting/data tracking (narrative and statistics) and funder liaising as needed
  • Responsible for big picture thinking (identify gaps, opportunities for improved sustainability, feasibility, quantity vs. quality, potential partnerships, and internal and external redundancies) and working with staff to ensure a holistic approach to programming
  • Support and promote a philosophy for IRCOM programming rooted in clear evidence and community-based best practices
  • Support direct reports to ensure the development of comprehensive Annual Program Plans that take into consideration the landscape of services available internally and externally
  • Facilitate interdepartmental collaboration to promote innovation and appropriate program linkages
  • Analyze trends in programming, identifying issues and developing solutions with relevant stakeholders
  • Work with programs to ensure new and existing programs are responsive to newcomer needs
  • Support and facilitate positive external partnerships and joint programming through regular engagement and consultation
  • Overall program trouble shooting, problem solving, and acting as a sounding board for staff
  • Ensure all safety and health requirements are adhered to for all program areas (i.e. CMAS, Housing, etc.)

Fundraising, Financial Planning and Management (30%)

  • Based on IRCOM’s Strategic Priorities, program growth, and community needs, work with staff to determine resource needs for specific program areas
  • Support staff in researching potential funding sources and liaising with new or existing funders
  • Proactively research/write/edit grant proposals for IRCOM programs assessing fit, meeting criteria and ensuring resource input vs. funding output is appropriate
  • Assist with meeting funding submission and reporting requirements as needed
  • Work with the finance team to create user friendly budgets for program areas and to ensure that all grant applications include organizational costs in addition to program costs (i.e. administration, program evaluation, performance development, overhead, etc.)
  • Oversee and monitor program budgets, cash flows, and program portfolio expenditures

Human Resource Planning & Management (15%)

  • Recruit, select, hire, orient, coach, and manage performance of staff
  • Responsible for staffing plans, turn over, succession, coverage, vacation planning, etc. within program areas and in consultation with managers
  • Provide on-going mentorship and support to direct reports and larger staff team in areas of need
  • Support staff by providing direction, timely input and feedback including probationary supports, performance evaluations, difficult conversations, progressive discipline, and conflict resolution tools
  • Work with management team to ensure all staff have relevant professional development and training opportunities and that opportunities are equitable across the organization
  • Keep abreast of all relevant employment laws and legislation as they relate to IRCOM employees and volunteers

Stewardship (15%)

  • Ensure all programs are aligned with IRCOM policies, strategic priorities, and recommend relevant policies and direction for development to the ED
  • Anticipate, understand and respond to the needs of the IRCOM community to meet or exceed their expectations within the organization using community consultation and meaningful dialogue

Community Partnerships and Communication (10%)

  • Working in concert with full senior management team, develop and nurture relevant partnerships for IRCOM that are sustainable and realistic
  • Support the creation of joint programs and enrichment projects with other partner organizations considering relevance to priorities and available human and financial resources
  • Help IRCOM continue to establish positive relationships in both IRCOM House neighbourhoods
  • Ensure accountability to all IRCOM tenants by supporting, designing and facilitating participatory, consultative processes which enable community voices to be heard and considered
  • Liaise with management team with respect to organizational initiatives
  • Receive, review and compile monthly and/or quarterly activity reports and share highlights/issues with ED
  • Edit final narrative and financial reports to funders and ensuring they are timely, of the highest quality and meeting all funding guidelines
  • Represent IRCOM at external presentations or events, when relevant
  • Perform other duties as requested by the ED

REQUIRED QUALIFICATIONS

  • Bachelor’s Degree and certification – Social Work, community development, education, or a relevant field
  • Lived experience as an immigrant, refugee, or in an immigrant community
  • Minimum five (5) years’ experience supervising staff and managing budgets
  • Minimum five (5) years’ experience with crisis response and management
  • Experience developing and managing all aspects of community programs, in particular programming for newcomers
  • Proven ability to lead, manage, and strengthen an organization with diverse talents and responsibilities
  • Comprehensive understanding of cross-cultural issues, immigration processes, the refugee experience, and of the systemic and social barriers to community integration faced by newcomer families
  • Proven experience in cross-cultural communication and effective management in a culturally and racially diverse workplace
  • Experience writing successful grant applications and developing and maintaining positive relationships with funders
  • Exemplary diplomacy, communication and relational skills with staff, volunteers, program participants and organizational partners
  • Superior written and oral English communication skills
  • Proficiency with Microsoft Office Suite
  • Proven capacity to prioritize tasks while working in a fast paced, multi-tasking environment
  • Demonstrated commitment to supporting and empowering the newcomer community through previous employment, volunteering and/or community involvement
  • Present a current Criminal Record Check and maintain a clear Child Abuse Registry Check

DESIRED QUALIFICATIONS

  • Leadership experience at a senior management level
  • Children and youth programming experience, preferably in newcomer programming
  • Fluency in additional languages

Wage: $33.60/hour

Schedule: Office hours are generally 9 a.m. to 5 p.m., Monday to Friday. Evening or weekend hours will be regularly required.
Term: This is a 13 month, full-time position with possibility of term extension.
