Overview
We are looking for a candidate who will bring policy skills, a collaborative style, project management experience, and a passion for leveraging data to support learning and decision-making. Who are we looking for?
We are looking for a policy leader with knowledge of data policy, data-sharing projects, and/or evaluation/impact measurement. The Data Strategy Manager will develop and lead the implementation of the Data, Evidence-use, and Learning (DEAL) Strategy, a (minimum) two-year project, in collaboration with a steering committee and our partners, Ajah/Powered By Data and the Ontario Trillium Foundation. The successful candidate will engage with nonprofits and government on issues like data integration, privacy legislation, open data, methodically sharing program evaluation reports, and nonprofits’ secure access to administrative data to better understand the positive impact of the sector. The Data Strategy Manager will engage a range of nonprofits on questions related to the ethical use of disaggregated data (e.g., by race, gender, and disability), and data ownership and control. This work builds on ONN’s Evaluation Project, Powered By Data’s (PBD) Data Policy Coalition, and our shared 2015 think piece, Towards a Data Strategy for the Nonprofit Sector.
What will the Data Strategy Manager do?
Reporting to ONN’s Director of Policy, and working with a Project Steering Committee, and a broad network of nonprofits, the Data Strategy Manager will:
- Lead the planning and implementation of a new strategy to foster ethical data sharing, learning, and evidence use across the Ontario nonprofit sector.
- Convene the sector and develop mechanisms to share knowledge among organizations.
- Monitor public policy, and conduct analysis and development related to data and privacy policy as it affects the Ontario nonprofit sector.
- Provide secretariat support to the project Steering Committee.
- Manage the project and its deliverables.
- Participate in organization-wide priorities, such as ONN’s organizational anti-racism strategy.
Required Qualifications:
- Post-secondary education in public policy, social science, data science, library and information studies, or related field – or equivalent experience.
- Experience working in the nonprofit, public, or post-secondary sectors on data-related projects (e.g., applied research, program evaluation, data science, data and digital policy, civic tech) (minimum 5 years)
- Solid track record as a collaborative leader, with experience launching and sustaining new initiatives
- A strategic and critical thinker, with strong analytical and problem-solving skills
- Excellent written and oral English communication skills, including presentation skills
- Commitment to racial justice, equity and inclusion.
- A team player who exhibits and embraces the values of ONN
Preferred experience
- Familiarity with nonprofit program evaluation approaches and impact measurement standards.
- Familiarity with network-based approaches (see ONN’s Networks in Action Guide).
- Training and/or experience in Indigenous cultural safety and anti-racism/anti-oppression.
- Experience with data sharing initiatives/collaboratives.
- Experience with digital transformation or digital systems implementation in nonprofits or government, or change management initiatives more generally.
Job Specifications:
- Two year contract (37.5 hours/week) with possibility of renewal. Three month probationary period; health benefits and option to join pension plan.
- Salary range: $75,000 to $80,000
- Open concept office based in Toronto (Yonge & St. Clair). This position is eligible for work-from-home arrangements until pandemic-related public health guidelines permit the resumption of office work in Ontario.
