This report has two objectives: to inform the reader about the planned partnership between Nisichawayasihk Cree Nation (NCN) and Manitoba Hydro for the proposed Wuskwatim Hydroelectric Generating Station; and to assess the presence and determine the role of community economic development (CED) in the proposed partnership. It begins with background information on the history of northern Manitoba, followed by a brief history of the community of NCN and past hydroelectric development. It also outlines the role of the community in future development – the proposed Wuskwatim project. The manner in which the new partnership was conceived, the motivation for this partnership, the problems it is supposed to address and the goals it will achieve are also considered. It concludes with analysis on the presence and impact of CED.
