West Broadway Development Corporation (WBDC)

WBDC is a not-for-profit, charitable organization that coordinates neighbourhood renewal in our innercity community. WBDC works with residents and stakeholders toward environmentally sustainable, social and economic revitalization of the West Broadway neighbourhood. Our mission is to be a catalyst for positive change in the West Broadway neighbourhood and our vision for the West Broadway neighbourhood to be a safe, healthy and vibrant place to live work and play.

WBDC is looking for a dynamic leader to guide the organization. The Executive Director reports to a volunteer Board of Directors of fifteen and directly supervises seven staff.

Position Description:

The Executive Director provides vision and leadership in the management of the Development
Corporation’s activities. The Executive Director has overall responsibility for all WBDC operations as described in the following tasks:

  1. Strategic Planning and Operational Planning
  2. WBDC Policy Development
  3. Develop and Implement Community Development Programs
  4. Human Resources
  5. Financial Management
  6. Manage Building and Office Facility
  7. Communications
  8. Creates and Maintains Links with the Community
  9. WBDC Board of Directors

1.) STRATEGIC PLANNING AND OPERATIONAL PLANNING
The Executive Director develops WBDC’s Strategic Planning and Operational Planning
processes and presents these for feedback and approval from the Board of Directors. The
Executive Director is responsible for implementing the Strategic Plan and Operational Plan and
ensures WBDC staff work plans uphold the operational plan and are implemented.

2.) WBDC POLICY DEVELOPMENT
Policies in areas such as program development, human resources, and financial management contribute to the effectiveness of WBDC’s operations. Policy development is the responsibility of the Executive Director and the Board of Directors with input from WBDC staff.

The Executive Director often initiates policy development and seeks input and approval for policies from the Board.

3.) DEVELOP AND IMPLEMENT COMMUNITY DEVELOPMENT PROGRAMS
The Executive Director implements community development (CD) and community economic
development (CED) programming based on the WBDC Strategic Plan. She/He communicates

The Executive Director keeps up with emerging trends in the field of community development and incorporates these into the approach and context of the programs developed by the WBDC.

4.) HUMAN RESOURCES

  • 4.1 STAFF RECRUITMENT
    The Executive Director ensures there is sufficient and qualified staff to implement identified programs of the WBDC in the community, in accordance with the Human Resource policies at WBDC.
  • 4.2 STAFF MANAGEMENT
    The Executive Director works to build staff team through a positive, motivating work
    environment, in accordance with WBDC HR Policies. She/he is responsible for supervising, evaluating, hiring, staff discipline and staff appreciation.
  • 4.3. MANAGES PROFESSIONAL DEVELOPMENT
    The Executive Director determines with staff input and available resources, the professional development needs of staff. Priorities are set based on the needs of the organization.
  • 4.4. MANAGES LABOUR RELATIONS
    The Executive Director implements labour relations practices that support a positive work environment. A respectful, professional and predictable work environment contributes to quality community programs and supports the development of a strong staff team.

5.) FINANCIAL MANAGEMENT

  • 5.1 BUDGET PREPARATION
    The Executive Director is responsible for of the overall financial management, and reports to the Finance Committee and the Board of Directors, with the assistant of the Accountant. The Executive Director is familiar with and actively pursues revenue sources for programs and is able to estimate program expenses through continuous monitoring.
  • 5.2 MANAGES REVENUE AND EXPENDITURES
    The Executive Director is responsible for managing and monitoring revenue and expenditures to maintain the viability of the corporation.
  • 5.3 FUNDING AND FUNDRAISING
    The Executive Director determines funding requirements, ensures funding is mobilized,
    maintains relations with funders, negotiates funding agreements, and ensures funding
    agreements are upheld, including appropriate reporting to funders. The ED reports to the Board of Directors when funding is needed for program areas and WBDC activities.

6.) MANAGE BUILDING AND OFFICE FACILITY
WBDC owns its office at 608 Broadway and several other properties. The Executive Director is responsible for ensuring a well maintained office environment complying with city, provincial and federal codes and regulations.

7.) COMMUNICATIONS
The Executive Director is responsible for ensuring good Communications and Marketing of
WBDC Programs.

8.) CREATES AND MAINTAINS LINKS WITH THE COMMUNITY
The Executive Director responds to community needs, and establishes and maintains links to
the community, builds partnerships, and advocates on behalf of the community to government
and funders.

9.) WBDC BOARD OF DIRECTORS
The Executive Director identifies and gathers information to inform and advise the Board of
Directors in order to facilitate the decision-making process. The Executive Director advises,
supports and receives direction from the Board of Directors and staffs various committees of
the Board.

QUALIFICATIONS & EXPERIENCE:

Education: Required: Undergraduate University Degree
Preferred: Major in Management/Business Administration, Community Economic Development, City Planning, or another subject relevant to the leadership and management of a community development organization

Experience: At least three years managerial experience, including demonstrated knowledge and experience of project management, experience as a supervisor and in program
development and delivery.

Knowledge: Knowledge of the principles of Community Economic Development (CED) and of
the development, governance and operation of community development
organizations

Skills:

  • Leadership, supervisory, team building and conflict resolution skills. Includes the ability to build, inspire and lead teams
  • Strong interpersonal and relationship building skills. Includes the ability to
    establish a climate of open communication, team spirit and collaboration among
    staff and community groups
  • Flexible management style, with the ability to switch effectively between directing,
    supporting, coaching and delegating as the needs change.
  • Ability to relate to, and work with, government ministers and officials, business
    leaders, city counselors and municipal officials, private funders and community
    activists and volunteers
  • Ability to relate to and work with people from diverse cultural and social
    backgrounds.
  • Expertise in program areas, strong written and oral communications skills, project
    and event management skills.
  • Fundraising, grant writing and fiscal management skills

TERMS OF EMPLOYMENT:

Wage, benefits and hours:

  • $48,000 - $57,000, salary commensurate with experience
  • 40 hours / week, some evening and weekend work required
  • Comprehensive health and dental benefits package through the Chamber of Commerce
  • Pension plan of 2.5% gross earnings after six months of service
