Economic Development Manager

Reports To:
General Manager

Summary:
Reporting to the General Manager, the Economic Development Manager is accountable for the development and implementation of a Community Economic Development plan for Tsay Keh Dene. The incumbent will identify economic opportunities that align with Tsay Keh Dene’s vision and will develop partnerships with various entities to achieve the economic development goals. In addition, the Economic Development Manager will collaborate and coordinate with departments within Tsay Keh to ensure alignment with the Economic Development Plan, and will be accountable to research and inform the departments of funding opportunities.

Job Duties required for Economic and Development:
• Manage, oversee and coordinate the communities economic development effort;
• Plan and implement the economic development program;
• Develop and assist in the implementation of community goals-objectives and policies / procedures related to economic activities-programs;
• Prepare and present analytical and statistical reports on operations and activities as needed.
• Participate in the preparation and administration of the economic development program budget;
• Develop budgetary plans and controls in order to facilitate economic development programs and activities.
• Conduct and manage special projects;
• Work with outside agencies and professional consultants as necessary;
• Provide source for media information promoting a positive image of the Community.
• Review and provide input on current community-economic development projects and proposed ordinances to the General Manager.
• Review policies and procedures of various departments and recommend to the General Manager improvements which may increase economic development opportunities.
• Participate in the management team.
• Perform related duties and responsibilities as required.

Job Duties related to Grant Writing:
• Responsible to set-up files, maintain files, prepare correspondence, and other clerical duties as required.
• Consult with Chief and Council, staff and community members to develop an Economic Development Plan and Implementation Work Plan
• Conduct feasibility studies on proposed projects for Chief and Council review
• Identify and communicate funding opportunities and liaise with appropriate departments to develop to develop proposals
• Develop key partnerships with industry and various organizations
• Maintains comprehensive knowledge of particular areas involved in identifying and soliciting grants; may collaborate with various internal departments.
• May coordinate project activities; prepares and processes letters and correspondence, presentation materials, and maintains funding opportunity databases, activity tracking system, and related confidential files.
• Research governmental, foundation and corporate grants
• Research grant programs and plans and write funding applications.
• Conduct interdepartmental meetings to identify and prioritize project needs, coordinate and research grant preparation assignments.
• Supervise and coach in the development of staff within economic development
• Edit draft applications for accuracy, completeness and clarity and submittal of all applications in accordance with grant/loan requirements
• Provide timely advice and information on funding opportunities, requirements and procedures; collaborates in defining and implementing project funding strategies.
• Prepare grant applications for submittal and prepare quarterly or annual reports as required by granting agencies.
• Coordinate and plan funding program activities, including the prioritization, planning and scheduling of activities to guide program efficiency and effectiveness.
• Review revenues and expenditures, project status, to ensure proper expenditures are made for Federal grant projects.
• Write, submit and track grant applications
• Generate compelling narratives for funding applications and reports
• Develop project descriptions, evaluation plans
• Gather budget materials for applications and ensure compliance with funding requirements
• Handle confidential financial records and grant materials with great discretion
• Regularly report in writing about all grant search and application activities to Managing Director
• Perform other duties as assigned.
• Any other duties related to this position as requested by the General Manager.

Requirements:

• Bachelor’s degree from an accredited college or university in planning, business administration, marketing, or a related.
• Experience in economic development.
• Possession of an appropriate, valid driver's license.
• Strong working knowledge of the principles and practices of negotiation of sensitive issues related to economic development.
• Strong working knowledge of office procedures, methods, and computer equipment (word processing, spreadsheets, data base management, etc.)
• Strong working knowledge of pertinent Federal, provincial and local laws, codes and regulations.
• Strong working knowledge of principles and practices of economic development policy, administration and implementation.
• Ability to analyze and assess economic development programs, policies and operational needs and make appropriate adjustments.
• Ability to use good judgment in respecting confidentiality;
• Ability to identify and respond to sensitive community and organizational issues, concerns and needs of prospects.
• Ability to communicate and prepare clear and concise administrative and financial reports, both orally and in writing.

 Work Conditions

• Travel required.

• Manual dexterity required to use desktop computer and peripherals.
• Overtime as required
