Salary range: $22,750 to $24,570 per year (this is a .5 time position)

Applicants must be eligible for UNPAC membership. Membership is only open to women.
 
This position requires flexibility in working hours. Some evening and weekend work will be required and some travel within Manitoba.

As noted in the job description below, the priorities of the work change as variables such as funding and the type and number of programs and staff change. Priorities are determined on an ongoing basis in consultation with the Coordinating Committee.
 
Short listing will be finalized by April 21. Interviews will be held on the evenings of April 24 and 25.

Scope: Supervisory responsibilities for all UNPAC full time and contract staff; financial reporting responsibilities to UNPAC Coordinating Committee in conjunction with Treasurer
 
Summary: The primary responsibility of the Executive Director is to provide overall management of the operations of UNPAC. Under the authority of the Coordinating Committee, the Executive Director provides leadership for strengthening the capacity of UNPAC to meet its goals and obligations from a feminist perspective.
 
Vision: All staff will function as a team in good faith, sharing care and concern for one another and for UNPAC.
Working Hours: 20 hours per week. Hours will be determined in conjunction with the Coordinating Committee, taking into consideration the number of ongoing projects and budgetary allocations. This role is a part time, permanent position.


Primary Duties and Responsibilities

Responsibilities must be prioritized depending on the context of the situation at any given time. Prioritizing is done in consultation with the Coordinating Committee.
 
The Executive Director should demonstrate or develop competence in:
 
Leadership
- Participate with the Coordinating Committee in developing a vision and strategic plan to guide the organization
- Identify, assess, and inform the Coordinating Committee of internal and external issues that affect the organization
- Act as a professional advisor to the Coordinating Committee on all aspects of the organization's activities
- Foster effective team work between the Coordinating Committee and the Executive Director and between the Executive Director and staff
- In addition to the Coordinating Committee Chair, act as a spokesperson for the organization
- Conduct official correspondence on behalf of the Coordinating Committee as appropriate and jointly with the Coordinating Committee when appropriate
- Represent the organization on networks and coalitions and at community activities, where appropriate, to multiply the organization’s reach and effectiveness, and to enhance the organization’s community profile
- Coach, lead, mentor and collaborate with UNPAC staff; empower staff to make decisions while providing strong guidance and mentorship to team where appropriate
 
Community relations/advocacy
- Respond, verbally and/or in writing, on behalf of the organization to social, political and economic issues that affect the lives of Manitoba women, including responding to media request for comment, initiating media commentary where a feminist perspective is absent, initiating or joining others’ initiatives to organize a response to local, regional, national and international events and situations
- Communicate with stakeholders to keep them informed of the work of the organization and to identify changes in the community served by the organization; articulate the ideals and work of UNPAC
- Establish good working relationships and collaborative arrangements with community groups, funders, politicians, and other organizations to help achieve the goals of the organization locally, provincially, nationally and internationally
- Be responsible for media relations, promotion and networking
- Coordinate meetings with the provincial government including Status of Women and other relevant departments
- Respond to requests for public presentations and representation
- Oversee content of website
- Respond on behalf of the organization to requests from national and international organizations for sharing of UNPAC’s information and experience
 
Financial planning and management
- Work with staff and the Treasurer to prepare a comprehensive budget for presentation to the Coordinating Committee
- Work with the Coordinating Committee to secure adequate funding for the operation of the organization
- Research funding sources, oversee the development of fund raising plans and write funding proposals to increase the funds of the organization
- Participate in fundraising activities as appropriate, including growing membership base
- Approve expenditures within the authority delegated by the Coordinating Committee
- Administer the funds of the organization according to the approved budget
 
- Working with the Treasurer:
- Ensure that sound bookkeeping and accounting procedures are followed
- Monitor the monthly cash flow of the organization
- Ensure the Coordinating Committee is provided with comprehensive, regular reports on the revenues and expenditure of the organization
- Ensure that the organization complies with all legislation covering taxation and withholding payments
 
Operational planning and management
- Develop an operational plan which incorporates goals and objectives that work towards the strategic direction of the organization
- Ensure that the operation of the organization meets the expectations of its members, partners, participants, Coordinating Committee, funders and other stakeholders
- Oversee the efficient and effective day‐to‐day operation of the organization
- Draft policies for the approval of the Coordinating Committee and prepare procedures to implement the organizational policies; review existing policies on an annual basis and recommend changes to the Coordinating Committee as appropriate
- Ensure that personnel, client, donor and volunteer files are securely stored and privacy/confidentiality is maintained
 
Program planning and management
- Oversee the planning, implementation and evaluation of the organization's programs and services, including liaising with standing committees and task groups
- Design and facilitate workshops and other programs
- Ensure that the programs and services offered by the organization contribute to the organization's mission and reflect the priorities of the Coordinating Committee
- Monitor the day‐to‐day delivery of the programs and services of the organization to maintain or improve quality
- Oversee the planning, implementation, execution and evaluation of special projects
 
Human resources planning and management
- Determine staffing requirements for organizational management and program delivery
- In conjunction with the Personnel Committee, oversee the implementation of the human resources policies, procedures and practices including the development of job description for all staff
- Establish a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations
- In conjunction with the Personnel Committee, recruit, interview and select staff that have the right technical and personal abilities to help further the organization's mission
- Ensure that all staff receive an orientation to the organization and that appropriate training is provided
- In conjunction with the Personnel Committee, implement a performance management process for all staff which includes monitoring the performance of staff on an on‐going basis and conducting an annual performance review
- Coach and mentor staff as appropriate to improve performance
- In conjunction with the Personnel Committee, discipline staff when necessary using appropriate techniques; release staff when necessary using appropriate and legally defensible procedures
 
Risk management
- Identify and evaluate the risks to the organization's people (clients, staff, management, volunteers), property, finances, goodwill, and image and implement measures to control risks

Qualifications

Education
- University degree or equivalent gained through experience
 
Knowledge, skills and abilities
- Feminist analysis: Ability to explore, explain and analyze the world from a feminist perspective that is holistic and inclusive of differences ranging from international to individual
- Knowledge of leadership and management principles as they relate to non‐profit/ voluntary organizations
- Ability to research federal and provincial legislation applicable to voluntary sector organizations including: employment standards, human rights, occupational health and safety, charities, taxation, CPP, EI, health coverage etc.
- Knowledge of fund raising and ability to write funding proposals
- Knowledge of adult education principles and skill in facilitating adult learning
- Knowledge of current community challenges and opportunities relating to the mission of the organization
- Knowledge of human resources management
- Knowledge of financial management
- Knowledge of project management
 
Proficiency in the use of computers for:
- Word processing
- Financial management
- E‐mail
- Internet
- Website updates

The Executive Director participates in other tasks as may from time to time be necessary and which are mutually agreed upon.
