Major Purpose:

Under the general supervision of Manager of Program Development, the Program Manager, Community Economic Development Initiativeis responsible for the delivery of the First Nations - Municipal Community Economic Development Initiative (CEDI), with the primary objective being to enhance the ability of First Nation and adjacent municipal governments to form partnerships that lead to joint economic development planning. The Program Manager will work closely with the Council for the Advancement of Native Development Officers (Cando), FCM's implementing partner, to create opportunities between First Nations and adjacent municipalities to enhance their understanding of each other's community economic development context, and support them to engage in joint economic development planning processes that will lead to long-term economic development plans.

Key Responsibilities:

  • Responsible for the overall management and coordination of the CEDI program, including establishing a strong and effective working relationship with Cando, regular contact and travel to participating CEDI communities, preparing work-plans and progress reports, etc. 
  • Maintains regular contact, answers inquiries, prepares and organizes meetings with program partners (i.e. Cando, AANDC Headquarters and Regional Offices, and other participating organizations)
  • Designs and facilitates workshops, in collaboration with Cando, to support First Nation and municipal governments with the goal of establishing joint economic development plans
  • Coordinates CEDI's peer mentors by establishing, maintaining, and providing logistical support to a pool of volunteer economic development practitioners that will provide support to participating communities
  • Coordinates research with First Nations, municipalities and others to gather information on effective joint economic development partnerships, and responsible for managing the design of the Community Economic Development Guide Book and accompanying Solution Sheets
  • Liaises with FCM Communications to establish content for website, brochures, e-bulletins, surveys, graphic design and translation needs for program deliverables and outreach
  • Ensures overall financial compliance of program funds
  • Responsible for conduct aligned to FCM's core competencies and business values
  • Responsible for ensuring compliance with health and safety requirements and for ensuring a safe and respectful workplace
  • May be called upon to participate in cross-functional team work for National Programs Department for FCM organization initiatives

Knowledge and Experience:

  • Master's degree from a recognized university in economic development or a field related to the program.
  • Minimum 5 years Program Management experience with at least 2 years of resource management experience
  • Knowledge and experience of municipal government with a focus on inter-municipal or regional services is required
  • Knowledge of the community economic development context within Canada, including existing programs and initiatives
  • Experience in group facilitation and consensus building, preferably with First Nations and/or municipalities
  • Excellent project management skills with strong ability to multi-task
  • Knowledge and experience of working with First Nations government
  • Ability to work in an open office environment at the FCM head office building located in Ottawa
  • Flexibility to travel frequently (up to 30%) across Canada, often to remote communities

 Competencies:

  • High capacity to conduct research and analytical analysis;

    Be a strong public speaker, with experience delivering presentations;

  • Strong writing skills;
  • Strongly developed skills in budget management;
  • Excellent interpersonal skills with the ability to establish support and credibility at all levels, within
  • and outside the organization;
  • Strong diplomatic skills and cultural sensitivity;
  • Maintain high-quality standards in work and in relationships;
  • Experience managing staff including providing feedback, performance reviews and hiring personnel.
  • Devoted to working in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
  • Ability to work autonomously to deliver results under time pressure.

 

Language Requirements:

  • The ability to communicate in both official languages is an asset
