The Rural Municipality of Woodlands is seeking interested applicants for the position of Community Economic Development Officer (CEDO). Reporting to the Chief Administrative Officer, the CEDO is responsible for developing and implementing community economic strategy and initiatives, administering the land use policies of the municipality, providing support to individuals, communities and community organizations in achieving their objectives.
Skills & Education Requirements:
The successful candidate should hold a degree or diploma from an economic development program or demonstrate an equivalent combination of education and experience. Strong interpersonal, communication and analytical skills are key assets. The candidate will have experience in business counselling, financial management and proposal writing. The candidate will have knowledge and experience dealing with the Planning Act and land use development processes. Some travel is required and the successful candidate must possess and maintain a valid Class 5 Manitoba Driver’s License and be prepared for some evening and weekend work.
Duties & Responsibilities:
Community Economic Development
- Coordinates the development and implements the economic strategic plan
- Assists local businesses, individuals and community groups in their business/organizational planning
- Administers the functions of the Woodlands Community Development Corporation
- Conducts and coordinates training sessions for local businesses and individuals
- Coordinates and researches information on availability of government programs and grants, prepares applications
- Coordinates project funding and management
- Acts as a liaison between the municipality and other levels of government, industry, financial institutions, manufacturers and business
- Coordinates Economic Development and Recreation Committee functions
- Performs other related duties as assigned
Land Use Planning
- Reviews building permits to determine if structure complies with land use policies
- Completes and processes applications for Conditional Uses and Variations Orders
- Reviews subdivision applications and other land use policies
- Enforces regulations under the Development and Zoning By-laws
- Advises clients on land development, zoning by-laws, variation order and conditional uses
- Drafts and administers development agreements
- Assists with recording of subdivision on GIS programs
- Performs other related duties as assigned.
