Spence Neighbourhood Association is looking to fill a full-time Finance and Administration Manager position. The Spence Neighbourhood finance and administration manager works closely with the executive director and bookkeeper to ensure that SNA programs and finances are managed properly and all controls are in place to ensure strong financial and program management.

Primary Responsibilities

Project/Program Management

  • Develop Standard protocols for all projects that include :
  • A central location for all project documents, financial records, budgets, contracts, outcomes, reporting etc.
  • Develop system for staff report and review with ED.
  • Ensure Best Practice project/program management practices are in place
  • Support staff in project/program management
  • Explore project management tools like Sales Force

Staff & Organizational Management

Support the Executive director to:

  • Develops and maintains appropriate job descriptions for all staff
  • Maintains SNA health plan:
    • ensure staff applications and changes are submitted in a timely manner
    • ensure staff are informed about their coverage
    • ensures correct amounts are deducted and remitted
    • ensures health plan account is reconciled monthly

Physical Assets

Support the executive director with physical asset management

Financial Controls; Records and Risk Management

Work with Bookkeeper to ensure:

  • Works to ensure that sound bookkeeping and accounting procedures are followed and that the bookkeeping is accurate and up to date
  • Ensures that financial statements are prepared and distributed as required
  • Manages, supervises and/or delegates the day-to-day financial matters of SNA, including but not restricted to:
    • Banking (oversight, deposits and withdrawals)
    • Accounts Payable (oversight)
    • Accounts Receivable
    • Payroll (oversight)
    • Government remittances
    • Monthly financial reporting to the Board
    • Maintenance of the General Ledger and Books
    • Maintenance of Receipts and Bills
    • Financial Reports to funders
    • Prepare annual budget with Board and Executive Director
    • Arrange and supports completion of an annual audit, including all year end tasks and entries
    • Ensure fiscal controls are in place to control costs
    • Ensure budgets and accounts are transparent
    • Establish and maintain a petty cash system and controls
    • Ensure that reconciliation happens on applicable accounts
  • Ensures that all staff have access to mechanisms for spending their project budgets, including maintaining Mastercard accounts for eligible staff.
  • Ensures that all Charitable Status requirements are being met;
  • Implements efficient and effective systems for filing and records management, including technological upgrades.
  • Ensures Spence Neighbourhood Association carries proper and adequate insurance coverage, and that all stakeholders understand the terms, conditions and limitations of insurance coverage.

Board Relations

  • Support executive director with Board related tasks
  • Attends board meetings and maintains annual board binder
  • Works with Treasurer to help them understand and present the financial statements for the monthly board meeting.
  • Works with Treasurer to schedule and provide resources for a monthly Finance Committee meeting, usually one week before the board meeting.

Desired Qualifications

  • Excellent interpersonal skills, open minded and the ability to work with all community members
  • Ability to advocate where needed
  • Passionate self starter with an eagerness to see progress.
  • The ability to do data entry, use email, Word and Excel.
  • Knowledge of, and at least 3 years experience doing full-cycle accounting, using Sage Simply Accounting

Hours and remuneration

The Employee agrees to fulfill a 35 hour work/week. SNA agrees to pay $20-$22 per hour for a 35 hour work week on a bi-weekly schedule, with hours paid as worked. Required CPP, EI, and tax deductions will be made and employer contributions will be paid. Responsibilities may require flexible hours to be worked (i.e., evenings and weekends). However, regular hours will be between 9 am and 5 pm Monday to Friday.
