Spence Neighbourhood Association is looking for the right consultant to help us build the 5-year community plan.
REQUEST FOR PROPOSALS (RFP) PROJECT: On behalf of all Spence neighbourhood community members, the Spence Neighbourhood Association (SNA) invites proposals for the development of a comprehensive five-year community plan. The plan will be composed of 5 area plans; Housing, Safety, Environment and Open Spaces, Community Economic Development and Youth and Families. The consultant will work with SNA staff to consult with the community and write the 2016-2021 Community Plan.
Overview
From January 2016 to July 2016(already underway) a comprehensive Five-Year Community Plan will be developed through a consultation process that must ensure the inclusion of a full spectrum of those who live, work and volunteer in the Spence Neighbourhood. The consultants contract will be from June to October to complete the plan.
The following plan objectives will be recognized:
- To work with SNA staff to ensure community members with genuine opportunity to participate in strategic planning
- To identify the priorities for renewal in Spence and highlight indicators for monitoring renewal efforts
- To further develop partnerships with key community-based organizations and sectors based on a community-led approach
The Spence Neighbourhood Association works with the people of Spence to revitalize and renew their community in the areas of Housing, Safety, Community Economic Development, Youth and Families, Environment and Open Spaces. This will be the Spence Neighbourhood fifth 5-year plan and will be the most comprehensive.
Project Activities and Scope of Work:
Upon receipt of a contract, the hired consultant will complete the following activities:
- Expand membership of the project’s Steering Committee to ensure broad local representation and open participation from interested community members, including representatives from Aboriginal and other Cultural/Ethnic Organizations in the community; Community and Social Service Groups & Organizations; Churches & Religious Institutions; Business Groups & Organizations; Community Residents; Schools & Educational Institutions
- Support SNA staff to organize and facilitate community discussions as per the following methods:
- Focus groups
- Consultation meetings
- General forum/consultation meetings open to all members of the community
- Distribution of community surveys (minimum of 200 surveys to be completed)
- As a result of the above-listed consultations, identify principal outcomes and expected activities to occur in the community.
- Compile and review results from additional community plans, research, neighbourhood statistical documents etc.
- Tabulate and analyze results of all feedback
- Consult broader community on draft plan to complete the following activities:
- Develop mechanism to allow for public input towards drafting of document
- Develop draft version of Community Consultation 2016-21
- Organize and host a public community consultation review session to provide feedback on the draft document
- Incorporate elements of the community consultation into the plan -
- Produce a 5-year strategic plan (logic model template will be provided) which will include:
- Title page
- Table of contents
- Introduction
- Detailed explanation of methodology used in creation of report
- Glossary of terms and acronyms used
- Produce a simplified version of plan in user-friendly format Project Support
Spence Neighbourhood Association will take a lead role in the facilitation of the development of the Five- Year Community Plan by acting as project manager. In this capacity, SNA will provide board, staff, and volunteer support for community consultation exercises and report writing (draft and final). The offices and public resource space at all three SNA locations will be made available for use for any community consultations, focus groups, and committee meetings.
Proposal Contents
Contract proposals must include the following elements:
- A description of the experiences and skills for each consultant team member, and the role they will play during the project.
- At least two comparable previous projects in which your organization has been engaged. Include any examples of content available for public view which reflect similar activities to those proposed for Community Consultation 2016-21.
Note: Please provide contact info for previous project managers/organizations in order that we may discuss past performance and deliverables.
- A detailed work and activity schedule which includes the following:
- Timeline for completion of deliverables (include start and end dates). The timeline must be within the parameters proposed above and include a list of all anticipated meetings with WBCO and Planning Committee. Any possible scheduling conflict should be described.
- Detailed budget and list of expenses ( Max amount $10,000)
- Description of project management within the team of consultants
- Additionally, we are inviting consultants to propose an ‘Alternate Bid’ towards the portion of the activities listed herein which best suit the expertise, experiences, and skill sets of your consulting firm.
Payment Schedule
20% upon signing contract 30% on June 30th
30% on September 15th
20% upon completion of project
