Manager, Evaluation & Shared Measurement

Reporting directly to the President & CEO, the Manager, Evaluation & Shared Measurement is responsible for data collection, research, analysis, and evaluation to generate knowledge used towards enhancing and improving outcomes of housing, support services and programs, prevention and system performance. The information generated is also utilized to promote understanding and resolution of key issues that contribute to chronic homelessness in Winnipeg. This role works as part of a team to address the individual conditions, social conditions, and systematic policies that have created or contributed to homelessness. Specifically, this role will:

  • Support development and implementation of strategies for consistent collection, analysis, and dissemination of data gathered through the work of other EHW portfolios and collaborating stakeholders
  • Direct the development of measuring instruments with respect to reliability, relevance, and validity
  • Develop plans, policies, and procedures to be used in conducting and administering research, demonstration, and evaluation activities
  • Conduct basic and statistical and qualitative analysis on available datasets for program evaluation or research purposes
  • Create reports that distill statistical output and research findings into useable management reports that identify specified targets/visions
  • Support linkage and collaboration with external networks and stakeholders relevant to research and evaluation
  • Undertake research to determine the distinctive paths of Indigenous peoples into homelessness by liaising with stakeholders in the Indigenous community using OCAP Principles
  • Work with internal and community–based partners to achieve strategic and operational objectives
  • Show leadership in overseeing the development of an inter-sectoral shared measurement consortium that will establish EHW as the source of truth on homelessness related evidence and data gathering and analysis in our community

You are passionate about ending homelessness and have an in-depth understanding of homelessness and housing, as well as the needs of particular vulnerable and/or over-represented populations and issues affecting many homeless and low-income people.You also possess the following qualifications or an equivalent combination of education and related experience:

  • University degree or diploma, preferably in the social sciences, human ecology, urban planning or related disciplines with coursework or independent study in statistics, program planning and evaluation, and/or research methods
  • Prior work in database management, information synthesis, review and reporting, including translation of technical and data intensive content into meaningful information
  • Minimum 3 years of related experience in a program management or supervisory role
  • Experience as a policy analyst, information analyst, or research analyst is an asset
  • Experience writing up research results for both rapid learning and promotion of an organization’s achievements
  • In-depth knowledge and understanding of the systems, supports, resources and linkages available for successful delivery of access to housing services and supports for persons challenged with homelessness
  • Prior work in non-profit sector, preferably with organizations working on homelessness or housing
  • Understanding of the core concepts and service orientation of the Housing First philosophy
