Reporting to the Director Business Development (BD), the Manager is accountable for business development initiatives to grow opportunities of significant size, complexity of scope, and geographic reach that are aligned with the organization's strategic plan. This involves environmental scanning/intelligence gathering and keeping abreast of trends in the international development community of practice and the philanthropy sector (foundations and grant-‐giving institutions). The BD Manager develops high quality responsive and unsolicited proposals and directs and manages support during the submission, review and negotiation processes leading to approval.
The BD Manager provides leadership through proactive identification and response to strategic funding opportunities (prospecting) and brings extensive knowledge and experience of the proposal development process. The Manager continually identifies ways to improve best practices and further enhance CCA/CDFs processes.
In this role, the BD Manager is accountable for all assigned proposal activities, with particular emphasis on identifying the winning competitive edge through to transition of grant/contract award. The BD manager serves as a key representative of CCA/CDF to both internal and external audiences, fostering and maintaining effective working relationships, and seeking strategic partnerships for new program opportunities.

RESPONSIBILITES
Leadership
- Demonstrates leadership within the BD Department and in the organization as a whole.
- Represents the organization at meetings as needed.
- Serves as effective representative of CCA/CDF to external audiences in Canada and in countries where we work and of interest.
- Models ongoing professional development by taking on leadership roles that benefit the organization.
- Supports the Director, Business Development to identify departmental and/or organizational needs and contributes to addressing them.
- Assists the Director in setting policies/procedures to continually evolve the effectiveness of the BD Department.
- Assists Director with development of CCA/CDF’s annual BD strategy and targets.
- Assists Director in preparing BD annual budget, monitors performance against budget, analyzes variances and provides recommendations as required.
- Manages the ‘life-‐cycle’ of each proposal, including proposal budget preparation.
Management
- Manages, develops and coordinates BD opportunities, and the development of high quality, responsive and unsolicited proposals to varied major bilateral, multilateral, and other donor agencies.
- Partners with other department staff to strategically identify and assess priorities for funding and pursue potential donors compatible with CCA/CDF’s strategic priorities.
- Prepares, analyses and reports for internal decision-‐making at all levels of the organization as requested.
- Supervises, mentors and coaches team as needed.
Teamwork
- Demonstrates ability to foster and maintain positive, collegial working relationships with field staff and other HQ departments as well as with external audiences including other development organizations.
- Demonstrates effective information sharing and advancement of both proposal and departmental priorities in a timely fashion.
- Stays attuned to workloads of each of BD Department staff and fosters shared responsibility for the fast-‐paced needs of the department.
- Assists the BD team in identifying approaches to relieving work pressure when possible, and regularly providing recognition for staff contributions.
Strategic Communications and Knowledge Sharing
- Organizes and ensures facilitation of regular information sharing mechanisms with the Programs Department and all other departments key to BD support functions.
- Builds networks with colleagues both within and outside CCA/CDF to identify new opportunities for innovative programming and potential funding sources to support the strategic priorities of CCA/CDF.
- Uses BD networks as an opportunity to share ideas, and develop new thinking and new partnerships.
QUALIFICATIONS
- Bachelor’s degree in international development or related field; Master’s degree is an asset.
- Minimum of 7 years' relevant work experience in project management and/or proposal/grant writing for international development projects
- At least 5 years of supervisory experience.
- Demonstrated familiarity with global priorities, strategies, and development approaches
- Strong financial and budget development skills.
- Solid understanding and success with the Request for Information / Proposal process (RFI/RFP). Proven success in securing funds from foundations, bilateral and multilateral funding agencies. e.g. Global Affairs Canada for international development projects.
- Understanding of entire proposal development lifecycle from intelligence gathering, through capture, and post-‐proposal submission.
- Strong track record of successfully working with international and local partners, field leadership, technical experts, and other stakeholders in the design of complex proposals.
- Comfortable interacting with professionals at all levels of management including up to the executive level, both internally and externally, and in multi-‐cultural environments.
- Track record of identifying and articulating the organization’s competitive edge when creating a compelling, responsive and high quality proposal responses.
- Excellent financial management skills, including proposal budget preparation.
- Excellent analytical, presentation and problem-‐solving skills.
- Exceptional written and persuasive communication skills.
