Under the supervision of the Director of Programming, the Asset and Capacity Building Programs (ACBP) Manager is an experienced and self-motivated individual committed to IRCOM’s mission and mandate. This staff is a ‘people person’ who is creative, efficient and resourceful, with strong interpersonal, organizational and administrative skills, able to meet the challenges of working with a culturally diverse group of clients.
The primary responsibility of the ACBP Manager is the management and supervision of all capacity-building programs, staff, participants, facilitators, interpreters and volunteers. The manager is also responsible for some level of direct program delivery and support to clients.
With guidance and support from the Director of Programming, the ACBP Manager will refine and further develop IRCOM’s Asset and Capacity Building Programs, undertaking the following tasks:
Program Management
- Manage all Asset and Capacity Building Programs (ACBPs), including Access to Benefits, Transportation Loan Repayment Program, and the Newcomer Driver Education Program
- Ensure all ACBP’s meet their objectives
- Oversee the development of weekly, monthly and annual program plans
- Monitor program growth and development, ensuring programs are needed, well-run and coordinated with other IRCOM programs
- Ensure ACBP programming is evaluated and program improvements made
- Lead the design and development of new initiatives
- Liaise with program partners and supporters
Program Delivery
- Lead the selection and retention of newcomer participants from a pool of potential applicants using predetermined geographic and income criteria
- Organize ACBP meetings with staff, interpreters and volunteers
- Arrange and reserve classroom space, prepare lesson materials and order resources
- Lead team in ongoing curriculum and resource development
- Assist participants with cash out procedures, opening bank accounts, creation of budgets, inquiries, and other ongoing one-on one support
- Organize and/or deliver Registered Education Savings Plan, Transportation Loan, and other financial literacy related workshops
- Adapt and deliver existing training materials
- Ensure the use of technology (projector, laptop, power point, videos) to deliver accessible lessons
- Create a comfortable learning environment for participants, interpreters and volunteers
- Compile a mid-term and final narrative report as well as financial reports on the project as per funding guidelines
- Compose program summary of activities for the IRCOM Annual Report and/or for public information
- Submit monthly narrative reports to Director of Programming, as well as any other relevant reporting related to the position
Human Resource Management
- Hire, schedule and supervise staff, facilitators and /or interpreters
- Address HR issues in collaboration with senior managers and the ED
- Ensure program staff are clear on their roles and responsibilities
- Support capacity-building, professional development and strong performance as a team
- Work with Volunteer and Community Services Manager to orient and organize volunteers
- Supervise program staff, practicum students and volunteers
- Conduct annual performance reviews, and create development plans
Financial Management
- Write program related funding proposals and / or other grants as needed
- Draft the ACBP’s annual budget in consultation with Director of Programming and Director of Finance
- Work with Director of Finance to manage program accounts, forecasting, and expenditures
- anage day-to-day cash flow, monitor program claims and expenses within approved budget
- Work with administration staff to ensure the funding database is accurate for ACBP grants
- Build sustained relationships with funders, in partnership with senior management
- Orient staff to financial processes and develop program-specific supports and systems as required
Organizational Leadership
- Work with the ED/designate, to engage local media to promote IRCOM’s programs and newcomer issues
- Act as part of and provide support to the management team
- Provide input as requested on the development of policies, internal processes, and planning
- Maintain open communication with funders, community partners and other IRCOM staff
- ork with other managers on joint projects
- Represent management at various internal committees
- Other duties as assigned
Qualifications
- Bachelor’s Degree in a relevant field plus a minimum 3 years’ experience or an equivalent combination of skills and experience
- Comprehensive understanding of the immigration process, of the refugee experience, and of the strengths, barriers, and challenges of newcomer families and individuals
- Proven supervisory skills and team leadership skills
- Demonstrated ability to successfully manage human resource issues and organizational dynamics
- Experience in program design, development, implementation, administration and evaluation
- Superior organizational skills and strong written and oral English communication skills
- Understanding of cross cultural issues in the context of community integration and newcomer settlement experience
- Proficiency with Microsoft Office, Outlook, both Apple and PC products
- Demonstrated experience working in a fast paced, multi-tasking environment
- Experience writing successful grant applications and developing positive relationships with funders
- Knowledge of IRCOM’s Asset and Capacity Building Programs is a major asset

Hours of work
This is a full-time permanent position to a maximum of 37.5 hours per week. The Manager’s hours will predominantly take place between 9-5. However, significant evening and weekend work is required.

- The salary scale for this position starts is $42,165.
- The selected candidate must be legally entitled to work in Canada.
