Community Financial Counselling Services (CFCS), as part of the Winnipeg Promise Steering Committee, a partnership among many organizations, is seeking applicants for a CLB Network Animator to support the activities of The Winnipeg Promise Initiative.

The Winnipeg Promise is a special initiative being championed by Mayor Brian Bowman and supported by a number of community leadership organizations. The Winnipeg Promise is guided by an overriding vision that ALL kids in Winnipeg have the right to a great education and a promising career that fully embraces their many talents. The value to children, their families and to our broader community economically and socially is well understood. The vision requires multiple strategies and dedicated efforts by many across all levels of government and sectors.
The Winnipeg Promise is focused in particular on ensuring all children eligible for the Canada Learning Bond (CLB) are registered and receiving the bond. While the dollars associated with the CLB are significant and free ($2,000 by grade 12), the most compelling reason to ensure all eligible children registered for the CLB lies in its ability to inspire hope and engage families in a broader system of income-tested benefits. As of 2015 less than 40% of eligible families in Winnipeg, and less than ¼ of eligible Manitobans have registered to receive the CLB. To learn more about the bond visit: winnipeg.ca/CLB

Position Description
The Winnipeg Promise CLB Network Animator will be based out of Community Financial Counselling Services (CFCS), a Winnipeg Promise Partner agency. CFCS was established in 1974 as a non-profit corporation and delivers programs in the community that include: individual and family consumer credit and debt counselling, financial literacy/ behavioural economics, low-income tax preparation and access to benefits, financial empowerment and specific programs to provide assistance with the financial aspects of problem gambling and youth transitioning out of foster care.
In accordance with policies and procedures established by CFCS, the Winnipeg Promise CLB Network Animator will undertake the following core duties, with estimated time spent on each activity:
- Implementing sign-up activities and events in partnership with local social services agencies including hospitals and schools, and community organizations delivering Access to Benefits services, to get a significant number of families the prerequisites they need (identification, tax return, RESP set-up, etc.) and registered for the CLB. - 50%
- Coordinate follow-up with families who initiate (but do not complete) the CLB process through the above activities and provide support in connecting to resources and navigating the steps required to access the CLB. - 30%
- Liaise with all levels of government (federal, provincial, municipal and First Nations) and the private sector, and community to promote the Canada Learning Bond within a broader Access to Benefits framework, advise, implement and support effective strategies for outreach and participation; and advance systems and policy changes that more fundamentally eliminate/reduce the barriers that currently limit the number of children being registered for the CLB. - 5%
- Support public outreach on the Canada Learning Bond and Access to Benefits through participation in events and speaking engagements to build general awareness to the contribution this approach can make to improved outcomes for Winnipeg’s children. - 5%
- Participate in and build partnerships related to education savings and poverty reduction; Proactively identify and develop new partnership opportunities, locally, regionally, provincially and nationally, ensuring the Winnipeg Promise inspires and leverages efforts locally and across the country. - 5%
- Provide project management support to the Winnipeg Promise Steering Committee, including: supporting the committee and/or working groups in advancing action plans, tracking and reporting on progress, and coordinating scheduling, preparation and distribution of agendas and materials for meetings, as required. - 5%
Qualifications/Requirements:
- Undergraduate degree in relevant Social Science or professional program (Social Work, Human Ecology or equivalent)
- Experience in inter-organizational service delivery and project management
- Excellent problem solving, facilitation, interpersonal communication and organizational skills
- Ability to develop and implement educational initiatives directed towards community agencies, staff and clients
- Ability to work independently and as a member of a team
- Experience working to support access to benefits for low income populations, in a financial institution/credit or financial counselling organization, working with diversity, knowledge of income tested benefits and proficiency in Microsoft Office applications will be considered assets
- An equivalent combination of education and experience will be considered
- Valid Drivers’ Licence
