POSITION SUMMARY: Under the supervision of the Community Resource Program Manager (CRPM) the Community Resource Specialist (CRS) is an innovative and self-motivated individual committed to IRCOM’s vision and mandate of empowering newcomer families to integrate into the wider community through affordable transitional housing, programs, and services. This staff is a ‘people person’ who is creative, efficient and resourceful, with strong interpersonal, organizational and administrative skills, able to meet the challenges of working with a culturally diverse group of clients. The CRS will exhibit and uphold core values of respect, non-violence, equality, fairness and team work.

Objective

The objective of the Community Resource Specialist is to provide programming, information, support and advocacy for IRCOM Community members as they transition into the wider society through the following duties:

Tenant Support and advocacy

  • Conduct goal setting, needs assessments, follow up and regular home visits with tenants
  • Assist tenants in navigating large systems (EIA, Child Tax benefits, CRA, Winnipeg Harvest, etc.)
  • Support tenants in finding suitable next stage housing together with the Housing Administrative Assistant
  • Provide tenants with information to support the move out process
  • Assist Housing Administrative Assistant to arrange for exit interviews
  • Assist in case management and support for high needs families
  • Form strong referrals process and coordinate delivery of services with partners
  • Be available for drop-in visits in the CRP office & act as the primary contact for newcomer families in the CRP office

Program Operation

  • Coordinate Community Meetings and Workshops throughout the year
  • Coordinate and deliver group programming
  • Attend Network of Organizations for War-Affected Newcomers (NOWAN) meetings and/or other partnerships as delegated by CRPM
  • Attend and assist in organizing and running new tenants’ orientation

Supervision

  • Oversee and coordinate community interpreters for IRCOM programs
  • Work with IRCOM Volunteer Coordinator to organize volunteers for CRP programs
  • Assist tenants in coordinating the IRCOM Neighbourhood Watch in the spring and summer
  • Assist with the coordination of the IRCOM Community interpreters for IRCOM programs

Financial Management

  • Assist CRPM in managing relevant program funds within the approved budget
  • Provide input into annual program plan and budget in relevant areas of specialty

Communication and Reporting

  • Update CRP and other IRCOM bulletin boards with pertinent information for the tenants
  • Recruit IRCOM families for special events and activities
  • Assist CRPM in composing program summary of activities for internal and external reports
  • Submit monthly narrative reports to CRPM, as well as any other relevant reporting related to the position
  • Attend IRCOM staff meetings

Collaboration

  • Work with other programs on joint projects and/or the development of new programs as needed
  • Other tasks as assigned by CRPM

QUALIFICATIONS

  • Post-secondary education in the social sciences and community development fields is preferred.
  • A minimum of 2 years’ experience in the settlement sector, not-for-profit and community organizations or government, and/or an equivalent combination of skills and experience
  • Demonstrated ability to advocate for and assist individuals and families to navigate various systems (government, education, social, health, community, finance, etc.)
  • Strong commitment to social justice and an anti-oppression framework understanding the ways in which systems and social forces interact to marginalize newcomer populations
  • Firm commitment to an asset-based empowerment approach and to advocacy for the best services and rights for newcomers to Canada
  • Deep awareness of the refugee experience, war-related trauma, and/or the immigration process
  • Existing knowledge of and/or connections with relevant newcomer settlement service providers
  • High level of interpersonal and cross-cultural communication skills
  • Strong English written and oral communication skills
  • Strong organizational skills and the ability to prioritize tasks
  • Experience in program delivery, ideally in a settlement setting
  • Knowledge and experience in developing community resources
  • Proficiency and familiarity with Microsoft Office suite
  • Understanding of confidentiality and boundaries in a community setting
  • Clear Criminal Record Check and Child Abuse Registry Check, upon hiring
  • International education/experience is recognized and valued
  • Fluency in languages in common with IRCOM tenants is desired
  • Lived newcomer experience is an asset
  • Valid Class 5 Drivers License is an asset

Hours of work

This is a full-time, 12 month term position for a maximum of 37.5 hours per week. The CRS’s hours will take place predominantly during daytime and evening hours, Monday to Friday and some Saturdays.

The wage for this position is $19.87/hour.
