Under the direction of the Senior Director of Reaching Home, the Program Officer is responsible for receiving and reviewing funding proposals under the federal Reaching Home strategy, as administered by End Homelessness Winnipeg. The Program Officer will provide analysis of funding proposals, complete recommendation reports, complete funding agreements, monitor projects and payments as detailed in legal agreements. Specifically, the Program Officer will:
- Work collaboratively with the Chief Executive Officer, the Senior Director, staff team and key stakeholders to address homelessness in Winnipeg
- Receive and review funding proposals
- Provide evaluation, analysis and recommendation on funding proposals
- Develop legal agreements with proponents
- Confirm other sources of project funding and partnership where appropriate
- Receive and review project progress reports
- Monitor projects consistent with requirements of legal agreements
- Negotiate project amendments and provide recommendations to Senior Director
- Manage project announcements
- Attend public announcements where necessary
- Establish and maintain stakeholder relationships
- Provide updates to the Senior Director on community issues, concerns and opportunities
You are collaborative, creative, and passionate about working with the community. You have the following qualifications or an equivalent combination of education and related experience:
- A relevant post-secondary degree/diploma in a related discipline e.g. community development, Indigenous studies, social services, planning
- Working knowledge of community issues such as homelessness, colonization, poverty reduction, etc.
- Extensive experience in project analysis, administration, monitoring and evaluation
- Ability to communicate complex issues both in written and verbal formats
- Ability to maintain accurate records
- Competence in the use of office software applications
- Access to a personal vehicle for transportation
Salary range: $56,501.00-$65,500.14 depending on qualifications and experience
