An Engaging Meeting with the Hon. Jean-Yves Duclos 
On September 9th, CCEDNet Board President Ryan Gibson and Executive Director Michael Toye met with the Hon. Jean-Yves Duclos, Minister of Families, Children and Social Development.
His department, Employment and Social Development Canada (ESDC), is responsible for many areas of particular interest to CCEDNet members, including a national poverty reduction strategy, labour market transfer agreements and employment development programs, a national housing strategy, the creation of a national disabilities act, and the creation of a social innovation and social finance strategy.

Promote Community Infrastructure and Social Procurement
 The Government of Canada is investing $120 billion over the next 10 years into an infrastructure plan that aims to address the gaps in infrastructure across the country. Phase 1 of their plan is investing to repair and modernize public infrastructure.
From now until September 16 you are invited to share your thoughts on four areas: Communities, Green Infrastructure, Public Transit and Social Infrastructure.

Government of Canada Announces the Tackling Poverty Together Project
The Hon. Jean-Yves Duclos, Minister of Families, Children and Social Development, has announced the Tackling Poverty Together Project. This project will consist of conducting case studies in six communities to provide a regional perspective as well as a broader understanding of poverty in communities across the country. It will also allow the Government to hear directly from Canadians living in poverty and learn from organizations who deliver poverty reduction programs.

New International Centre for Knowledge Transfer on Social & Solidarity Economy
At the closing plenary session of the GSEF2016, the mayor of Montréal, Mr. Denis Coderre, unveiled the creation of a new international organization based in Montréal in partnership with Seoul, Mondragón, and Barcelona: the International Centre for Innovation and Knowledge Transfer on the Social and Solidarity Economy (C.I.T.I.E.S.).

Ontario Centres of Excellence Expands Program for Social Entrepreneurs
Launched by Ontario Centres of Excellence (OCE) in collaboration with Ontario's Ministry of Economic Development and Growth (MEDG), the Ontario Social Impact Voucher program will provide services and resources through the distribution of up to 200 Social Impact Vouchers with a value of up to $3,000 per voucher to social entrepreneurs and enterprises. The deadline for social enterprises applying for vouchers is July 31, 2017.

New Funding in Alberta for Community and Regional Economic Development
Through the new Community and Regional Economic Support (CARES) program, communities in every corner of Alberta will have access to $30 million over two years. The money will help pay for locally developed projects that promote long-term economic growth and diversification, particularly projects that communities and municipalities could not necessarily fund on their own.

CED Strategy for Vancouver's DTES to Propose Solutions to Systemic Challenges
 In March 2016, following a call for participation from the City of Vancouver, 30 organizations came together to form the Community Economic Development Strategic Action (CEDSA) Committee. This diverse group is working together to support the Local Economy goals of the Downtown Eastside (DTES) Local Area Plan and propose new solutions to systemic challenges, which will coalesce in a comprehensive economic development strategy for the DTES.

Federal Government Launches National Social Enterprise Directory
Innovation, Science and Economic Development Canada (ISED) has launched a Directory of Canadian Social Enterprises to increase the visibility of social enterprises and provide procurement opportunities. The directory allows social enterprises to self-identify and promote the goods and service they provide. It allows corporations that have supplier diversity programs, government procurement officers, and companies looking to support social minded organizations to connect with social enterprises.  The Social Enterprise Council of Canada (SECC), in partnership with CCEDNet-Manitoba, is pleased to announce the sixth national conference on social enterprise (#CCSE2017) to be held in Winnipeg. CCSE2017: A National Learning Exchange
May 10-12, 2017 ~ mark your calendars!
The conference is designed to be practitioner-led and will include a full day of “deep dive” discussions on specific social enterprise activities (construction, employment of marginalized, catering, arts and culture, environment, and more).

Social Enterprise Stimulus Ottawa Now Accepting Proposals
The Social Enterprise Stimulus Ottawa (SESO) supports the development of high-potential, early-stage, high-growth SE. SESO’s services are available, in English and French, for incorporated not-for-profits, for profits, registered businesses as sole proprietorship, partnership or cooperative with a social purpose. Social Enterprises can apply to receive up to $5000 in loan capital. Successful applicants will be eligible to receive up to an additional 50% in grant capital.

What is striking is the close link of many, if not most, of the 17 Sustainable Development Goals to issues related to social welfare, social justice, human rights, health and education, housing, food and nutrition, in other words to all aspects of human life that are at the core of the International Council on Social Welfare's (ICSW) work.

With little fanfare the Federal government has taken a major step forward this week in supporting the social enterprise sector – providing clarity on a definition and supporting the development of a national directory. The directory defines social enterprise as “an enterprise that seeks to achieve social, cultural or environmental aims through the sale of goods and services. The social enterprise can be for-profit or not-for-profit but the majority of net profits must be directed to a social objective with limited distribution to shareholders and owners.”

Inclusive Employment for Canadians with Disabilities 
In this Institute for Research on Public Policy study, Michael Prince analyzes the employment situation and the policy context for working-age adults with mental or physical disabilities. He finds a disproportionate number of them are unemployed, even if they are able and wish to participate in the labour force. Prince proposes a six-point strategy for governments to improve labour force participation by people with disabilities.

A model for addressing the challenges of upstream investment in human services 
This report presents a model for a publicly financed pay-for-success investment fund, specifically designed to invest in innovative, preventive initiatives. Centrally located in the Manitoba government, the fund would be in a unique position to find cross-departmental opportunities. The fund would be a revolving fund, meaning the savings it creates for departments through its investments would replenish the fund. The result would be greater resources towards prevention, at a scale much greater than the status quo.

An Analytic Framework for Community-Led Development
Community-led development (CLD) is a science. Many of our member organizations have developed systematic CLD methodologies. Our latest review of those methodologies highlights at least 14 distinct categories of intervention—across four phases shown in the table below—to empower communities to successfully take charge of their own development on a sustainable basis. We intend to develop and use this framework to study, compare and share approaches and best practices.
