A manual based on proven strategies and experience of community economic development that describes 23 characteristics of ³resilience,² the capacity of communities to shape their way of life. Although used by communities of all sizes, the manual is intended to assist small communities with assessment and economic and social planning. The Manual provides a four-step approach for strengthening community resilience and a series of data collection tools and formats that residents can use to develop a Portrait of Community Resilience and set priorities for local action. The manual is available free in downloadable PDF form. Groups must register and will then receive the PDF download site for the Manual. Alternatively, print copies can be purchased through the site.
