Environment and Economic Development: Co-Managing a National Park While Stimulating Community Development in Churchill (MB)

In 1996, in accordance with the goal to create a national park in each of the 39 natural regions of Canada, Parks Canada established a national park southeast of Churchill to protect the tundra and wildlife of this region. The park is co-managed by Parks Canada, as well as representatives from the Town of Churchill, Manitoba Natural Resources, and First Nations. This report assesses whether this is a sustainable form of partnership, using two sets of interviews conducted with citizens of Churchill, including town council members and park officials. There are divergent opinions on the efficiency of the co-management structure. Some visible tensions exist regarding the impact of the park on community development. Causes for disagreement include the perception of many local citizens that the Park has failed to stimulate tourism development, and that Parks Canada is harming local development by restricting access to the territory for Aboriginal hunters.
