This paper provides a brief discussion of what is meant by CED and its radical potential within the context of state restructuring. The second part discusses the origins of the CED lens in Manitoba and the difficulties the state has faced in developing the CED lens. The third part looks at why the transformation of bureaucratic culture along CED lines is so difficult. Finally, some concluding thoughts are offered as to how the potential for democratic change might be more effectively pursued.
